Ban on Polyethylene Bags and Single-Use Plastics Draft Was Fully Adopted

March 25, 2026

At 25 March sitting, the National Assembly fully adopted the legislative package introducing a ban, effective from 1 January 2027, on the sale and use of polyethylene bags and pouches, as well as single-use plastic and polystyrene containers and tableware in Armenia.
“Dear citizens and colleagues, this is an important and strategic step towards environmental protection and the building of a sustainable future.
The proposed ban has been widely discussed, and further opportunities for detailed public engagement will be provided in the near future. The measures are based on clear public health and environmental considerations.
Moreover, restricting the consumption of single-use plastics carries significant political and economic importance for Armenia. Ahead of COP17, this initiative will enable our country to act as a responsible state committed to the principles of sustainable development,” noted Minister Hambardzum Matevosyan.
The legislative package provides for:
•    the prohibition, from 1 January 2027, of the sale and use of polyethylene bags and pouches, as well as single-use plastic containers and tableware (including plates, cups, spoons, forks, knives, and straws or stir sticks) in retail outlets, public catering establishments, markets, mobile points of sale, fairs (including vernisages), and exhibition-sales;
•    exceptions for loose produce bags, garbage bags made from recycled materials, and certain plastic containers with lids.
